Preparation of the List of Qualifications of the Republic of Serbia

The Ministry of Education, Science and Technological Development and the Qualifications Agency, with the support of the Government of the Republic of Serbia, carry out activities on the development and establishment of the Register of the National Qualifications Framework of Serbia (hereinafter: the Register), as part of the Integrated Education Information System (hereinafter: IEIS).

The establishment of the Register and within it the Sub-Register of National Qualifications plays a key role in the development of the functional National Qualifications Framework of Serbia (hereinafter: NQFS) because it provides end users – students, parents, employers and others with direct access to all relevant information on qualifications. The development of databases must respond not only to the need for them to be transparent at the national level, but also to the challenge of making these qualifications comparable at the European level, which is especially important given that the Republic of Serbia in February 2020. successfully completed the process of linking to the European Qualifications Framework (EQF) https://europa.eu/europass/en/reports-referencing-national-qualifications-frameworks-eqf.

The development of software for the Register as part of IEIS is underway and until its establishment and full functionality, an updated List of Qualifications will be published, which will include qualifications that can be acquired in the education system, but also those that could be acquired in the earlier period and which are present in the labor market. Such a List will serve as an instrument for classifying qualifications in the NQFS until the establishment of the Register, but also as an auxiliary instrument for monitoring the harmonization of labor market and education needs.

The List of Qualifications will be used by the ministries responsible for education, labor, youth, the Central Register of Compulsory Social Insurance, the Statistical Office of the Republic of Serbia, the National Employment Service, the Qualifications Agency and other competent bodies and organizations.

The Ministry of Education, Science and Technological Development and the Qualifications Agency are actively working on the preparation of the List of Qualifications of the Republic of Serbia for all levels of NQFS, with the support of the IPA 2014 Project “Development of an integrated national qualifications system in Serbia”.

The process of drafting the List of Qualifications was also supported by the Institute for the Improvement of Education, Statistical Office of the Republic of Serbia, The Council for Vocational Education and Adult Education, National Education Council, National Council for Higher Education, National Entity for Accreditation and Quality Assurance in Higher Education, Conference of Universities of Serbia, Conference of Academies of Applied Studies in Serbia, Tempus Foundation, as well as almost all higher education institutions.

As a result of the joint efforts so far, working versions have been made:

  • Lists of Qualifications for pre-university education – up to level 5 of the NQFS,
  • Lists of Qualifications that have been acquired (or are still being acquired) at higher education institutions according to the regulations that were valid before 2005 (“before Bologna”), ie before the entry into force of the Law on Higher Education “Official Gazette of RS”, no. 76/05, 100/07-authentic interpretation, 97/08, 44/10, 93/12, 89/13, 99/14, 45/15-authentic interpretation, 68/15 and 87/16), as well as
  • Lists of Qualifications acquired at the higher education institutions according to the regulations in force since 2005 (“according to Bologna”), ie in accordance with the Law on Higher Education (“Official Gazette of RS”, No. 76/05, 100/07 – authentic interpretation, 97/08, 44/10, 93/12, 89/13, 99/14, 45/15 – authentic interpretation, 68/15 and 87/16) and the Law on Higher Education (“Official Gazette of RS” 88 / 17, 27/18-other law, 73/18).

The draft version of the List of Qualifications up to level 5 of the NQFS is an excerpt from the electronic database of qualifications maintained by the Ministry of Education, Science and Technological Development.

The draft version of the List of Qualifications that have been acquired (or are still being acquired) at higher education institutions according to the regulations that were valid before 2005. was made in a consultative process with higher education institutions.

The draft version of the List of Qualifications acquired at higher education institutions under the regulations in force since 2005. has been prepared in accordance with the Rulebook on the List of Professional, Academic and Scientific Titles (“Official Gazette”, No. 53/17, 114/17, 52/18 , 21/19 and 34/19), the Rulebook on the List of Professional, Academic and Scientific Titles (“Official Gazette”, No. 100/15), the Rulebook on the List of Professional, Academic and Scientific Titles (“Official Gazette”, No. 100) / 16) and the Rulebook on the List of Professional, Academic and Scientific Titles (“Official Gazette”, No. 30/07, 112/08, 72/09, 81/10, 39/11 and 44/13), and in addition to the title it contains additional information on the qualification such as the type of qualification, the number of ECTS credits as well as the NQFS level code.

In the coming period, special attention will be paid to the classification of qualifications for all levels of education in accordance with the International Standard Classification of Education ISCED 2013f. Also, a proposal of connections between study programs and qualifications in higher education that are acquired at higher education institutions according to the regulations that have been valid since 2005. is being prepared and in the following period will be harmonized with higher education institutions.

Activities of updating and verification of all data on qualifications reference for compiling the List of Qualifications are in progress and are being implemented through a consultative process with higher education institutions and other social partners.

After the completion of the consultation process, the Ministry of Education, Science and Technological Development and the Qualifications Agency will compile a unique List of Qualifications for all levels of education, as one of the instruments for monitoring the harmonization of labor market and education needs.
