The Social Inclusion and Poverty Reduction Unit has previously provided expert support to the Ministry of Education, Science and Technological Development in improving the non-formal education system. The support was realized in 2021 through the “Education to Employment – E2E” Program, the realization of which was supported by the Swiss Agency for Development and Cooperation.

This support covers several segments of improving the non-formal adult education system. At the end of 2020, the Evaluation of the PROAEA accreditation system (hereinafter PROAEA) was performed. The study was prepared by the Association for Adult Education, a non-profit organization dedicated to improving the adult education system in the Republic of Serbia, which systematically and comprehensively presented the current situation, identified all challenges in the PROAEA accreditation process and ways to overcome them.

Based on that report, in 2021, the Ministry of Education, Science and Technological Development started drafting amendments to two rulebooks that regulate this matter: Rulebook on detailed conditions regarding programs, staff, space, equipment and teaching aids for acquiring the status of a publicly recognized organizer of adult education activities as well as the Rulebook on standards for self-assessment and external assessment of the quality of work of publicly recognized organizers of adult education.

Having in mind the complexity of the procedure for acquiring the status of PROAEA, the Social Inclusion and Poverty Reduction Unit of the Government of the Republic of Serbia in cooperation with the Ministry of Education, Science and Technological Development developed a Guide for acquiring the status of PROAEA for all actors (schools, other organizations) in order to simplify the process of informing about the procedure, deadlines, steps, documentation that must be obtained in the process of acquiring accreditation for PROAEA.
